From playing the beta of Black Ops 3 and seeing trailers from Fallout 4 it looks like Fallout 4 will probably have a more realistic feel to it, where as BO:3 will have a more fluid, fast paced, and less tactic based combat system. But I think Fallout will have the better combat IMO.

ICR is the standard first AR. Every CoD game I can think of starts you off with that M4 Carbine-esque gun with minimal recoil, good range, moderate damage output and moderate rate of fire. They are typically a jack of all trades where other guns tend to excel in one way or another. Easy to use != OP
